He wrote two of the greatest jdoramas ever in KDO and Love Generation. He also wrote the crybabies pretending to be tough dorama Rookies but I'll ignore that since its a manga adaptation. This guy can write anything.
Ozaki Masaya can write Nojima Shinji snappy dialogue in KDO, funny adult dorama like Tadano Hitoshi and my favourite 90s trendy dorama Love Generation. He doesn't have a signature style that I can see except he is very good.
2. OKADA YOSHIKAZU / 岡田惠和

Probably the most famous writer due the her being responsible for big name trendy doramas. I love One Million Stars. However, she also wrote the abomination that was Tatta hitotsu no koi. To me, she is the least skilled in terms of writing and is just on the list because of her fame.

Look at that resume! This guy is god-like in his writing. Great snappy dialogue and he makes average doramas fun to watch.Nojima Shinji's has the most doramas which I consider must watch.
5. Sakamoto Yuji / 坂元裕二

Her doramas are more laid back and four of the above star Kusanagi Tsuyoshi. She's definitely the writer for his acting style. I love Oishii Kankei. Hashibe Atsuko definitely warrants some consideration. Love Oishii Kankei.
7. Kosawa Ryota / 古沢良太

Fuck me. This guy is a genius. I can't wait for Gaiji Keisatsu and Suzuki Sensei movies!!!

Unfortunately he also wrote Code Blue and Boss. Actually considering Hagetaka is based on a novel and Iryu is a manga, he shouldn't be on this list.
9. Aizawa Tomoko / 相沢友子

Not bad with Shikaotoko, Medaka and Yamato Nadeshiko. Certainly a solid writer and to think she started off as a singer!
10. Yukawa Kazuhiko / 遊川和彦

Can't believe this guy wrote doramas as different as GTO, Koi ga Shitai and Jyoou no Kyoushitsu. I respect him for trying something difficult with Enka no Joou but Kaseifu no Mita has some crappy writing. Probably if Mita did not have such crazy ratings I would just consider a minor blip.
AND THE WINNER IS....
I can't decide. 4 way tie between Ozaki Masaya, Nojima Shinji, Sakamoto Yuji and Furusawa Ryota.

The most glaring absentee? Kudou Kankurou. Out of the listed ones, a tie between Nojima Shinji and Ozaki Masaya for me too.
For me, it's Yukawa Kazuhiko-sama, Hashibe Atsuko, and Nojima Shinji.

Great list! great initiative! : ) But the omissions will get you in trouble!First thing I thought after reading your list was: Where's Kudo Kankuro?! Then I thought of some of my favorite series: Atami no Sousakan and Jikou Keisatsu: Miki Satoshi! Yes I like the quirky : )
The best series ever in my view is probably Soredemo Ikite Yuku (...and God I loved Mother!) : So I vote Sakamoto Yuji.

In your list, I will probably take out Hayashi Koji and slot in Fukuda Yasushi instead. Yea, I know most of his writings are adapted, but after watching Keigo Higashino Mystery, I realised how you need a special way to adapt mystery novel to drama. He has that. That's why GALILEO is successful.
Besides, he wrote DOCTOR.

SY continues to break new ground with every new project (sans RnK like you say) with Makete, Katsu being his most ambitious to date and it's deliriously brilliant, having skimmed through the raws and catching what little dialogue I could.
And that's the first time seeing his snap, I like.. <3
Kuromoto Sou writes like a veteran who knows exactly what he's doing, assured, and not chased by rabid dogs to win popular appraisal.
Okada Yoshikazu is a little uneven but when he's good he's just superb. I loved his Zeni Geba (initially very shaky but then evolves...), Ohisama was also good as a whole.
Honourary mention goes to Habara Daisuke who did a commendable job writing Double Face and Beautiful Rain this year.
